Yes — completely free, by law, in every restaurant in France. The trick is knowing the three magic words that stop the bottled-water upsell instantly.
The law and the phrase
French restaurants must provide free tap water with meals. The phrase: « une carafe d'eau, s'il vous plaît » — a carafe of tap water. Say it with confidence; it's what most locals drink. Only bottled water (« plate » still, « gazeuse » sparkling) costs money.
The upsell decoded
« Still or sparkling? » is the world's politest sales technique. There's a third answer — « une carafe » — and no waiter will blink. Paris tap water is excellent, tested constantly, and served chilled in any self-respecting bistro.
